As part of the Hong Kong Government's Policy Objectives in sustaining a level playing field in Hong Kong, the Independent Commission Against Corruption (ICAC) has been delegated to launch a series of business ethics programmes by encouraging and assisting public listed and major companies as well as trade and professional associations to adopt ethical practices.

The ISACA (Hong Kong Chapter) was invited to contribute for the organization of a forum "Leveraging Information Technology - Ethics Perspectives for Managers" Forum 2001 held in November 2001.

Our Vice President Mr. William Gee was also invited to deliver a keynote speech "Information Security Risks - The Ethical Perspective". You may view his presentation at

To continue with the important mission of further promoting the business ethics to the community, in particular, the IT industry, the ICAC has recently produced the following management package for use by managers on integrity issues in an e-working environment.

“ethics@work - a guide for business managers in the use of IT”

The ISACA, the ICAC and 12 professional organizations/chambers of commerce have collaborated to produce the captioned Guide. It is tailor-made for managers who are not trained IT experts but who have to supervise their teams in the use of computers and the Internet. The Guide, has been published in June 2003, offers managers practical advice on how to identify integrity risks in the workplace and proactively reduce them by ethical management.

Contents of the Guide include:

• Case illustrations from the ICAC’s investigation files.
• An analytical framework for addressing corruption from the legal and ethical perspectives.
• An ethical management model and some practical measures.
• A directory of services provided by publishers, particularly the ICAC.
