President Report
Dear
Members,
With
your support and participation, it has been another fruitful year for
ISACA (HK Chapter) in 2004. It is approaching the end of 2004 and start
of the new year, let us quickly review the achievements we have together
accomplished in 2004.
A key milestone
that we have achieved this year is the set up of an ISACA office in
Hong Kong and employment of a full time Administration Officer that
offers support for our membership growth and professional development.
We welcome all of you to visit our office to meet with our officer,
relax, research, network and exchange knowledge. Other milestones achieved
are summarized below:
- Our membership
continues to increase to 1,226 as of 30 November 2004. Our Chapter
ranks third in membership numbers globally after New York and Korea.
- Our Chapter won
the Gold Website Award among all international chapters.
- For the first
time in Hong Kong, qualified ISACA members are eligible to vote at
the LegCo election in September for the ITFC candidate.
- We continue
to host CPD seminar each month, and achieved 12 CPD seminars in the
year.
- We continue
to successfully host CISA/CISM Briefing session and Review Courses.
- For the first
time in China, ISACA (HK Chapter) organized CISA/CISM Briefing sessions
respectively in Shanghai, Guangzhou and Shenzhen; and successfully
organized a CISA Examination Assistance Course in Shenzhen with encouraging
pass rates from the PRC candidates who participated in our course.
- ISACA (HK Chapter)
was among the official delegation of the HK IT Sector’s visit
to Beijing for information exchange with the various government officials
and authorities in September.
- ISACA (HK Chapter)
was one of the organizers successfully organized the HK IT Sector’s
National Day Celebration in September.
- We continue
to participate in the ITFC Advisory Committee hosted by Hon. Sin Chung
Kai.
- We continue
to participate in the Working Group on IT Professional Registration
System.
- We are one of
the participating professional bodies in the newly set up Working
Group on Information Security Green Paper initiated by Hon. Sin Chung
Kai.
- We continue
to conduct talks and seminars at Universities to promote IS audit,
control and security, and have invited University professors to participate
in the ISACA’s Academic Advocate Program to work with academics
to encourage the incorporation of the ISACA model into their curriculum.
- Together with
five other professional bodies, we successfully hosted the 2nd annual
IS-Summit in November 2004.
- We successfully
hosted the Career Seminar 2004 sponsored by Ambition in May.
- We hosted a
joint seminar with JCI (Junior Chamber International) Hong Kong to
promote IS security awareness to non IT sector in July.
- We hosted the
first COBIT Workshop in early December, the response of which was
overwhelming.
- We continue
to network with other professional bodies to promote the objectives
of ISACA.
- We continue
to submit feedback and opinions on Government’s bills and proposals.
ISACA (HK Chapter)
aims to provide thought leadership in Governance, Security and Assurance.
With the International resources and backing, ISACA is in a unique position
to be a global organization supporting each local Chapter with research,
information and membership services. ISACA’s International website
www.isaca.org continues to be a
valuable information portal to members, and ISACA’s HK website
www.isaca.org.hk focus on local
issues and membership activities. Please frequently log on to ISACA’s
International and HK website to obtain assistance and information for
your daily work, knowledge update and activities purposes.
At our AGM on 7
December, a new Board of Directors is born. Apart from the incumbent
Directors having re-elected for another year, three new directors are
appointed to the Board, all of whom have been serving as our Committee
members for a year. An updated Directors list can be found on our Chapter’s
website. New committee members were recruited from our membership who
have been volunteer helpers in the past year.
On behalf of the
Board of Directors, let us wish all members a very Merry X’mas
and Prosperous New Year, and a year of advancement in the development
of IS audit, controls and security. Whilst staying in touch via emails
and websites, we welcome you to visit the Chapter’s office and
participate as our volunteers. We look forward to meeting you in person
during our monthly CPDs and various Chapter activities. As always, your
advice and comments are welcome and treasured!

Past
Hong Kong Chapter President elected as ISACA International Vice President
Our
heartfelt congratulations to Mr. Frank Yam (ISACA Hong
Kong Chapter President 1996-1998) for being the first elected International
Vice President from the Hong Kong Chapter. He was also voted by the
new International Board of Directors to serve as the Treasurer of the
Association. Frank has helped to build the foundation of the Hong Kong
Chapter which is now one of the largest ISACA chapters in the world.
In recent years, he has also played a strategic advisory role in successfully
securing voting rights for Hong Kong Chapter members in IT Functional
Constituency elections. The following profile was extracted from ISACA’s
Global Communique:
“Frank K.M.
Yam, CISA, CIA, CCP, CFE, is the past president of ISACA’s Hong
Kong Chapter, chairperson of the Hong Kong Computer Society’s
Information Security Specialist Group and founding vice president of
the Association of Certified Fraud Examiners’ Hong Kong Chapter.
Currently, he is the COO for Focus Strategic Group Inc and is serving
on ISACA’s Quality Assessment Team as an expert reviewer of the
CISA Review Manual. For the past 8 years, he has been leading the ISACA
team focusing on Greater China development. Also, he has received the
John Kuyers Best Speaker Award in 2002 and the International President
Appreciation Award in 1998.”

Association
of professionals involved in information systems (IS) technology audit,
control and security. Founded in 1969 as the EDP Auditors Association.
The Association is governed by an elected and appointed body of volunteers
from around the world, and is represented in Hong Kong by a local Chapter,
formed in 1982.
MEMBERS:

Global membership
of more than 20,000 in 100 countries in Asia, Central
America, South America, Europe, Africa, North America and Oceania.
Represented among
the members is a diverse group of enterprises, including financial and
banking institutions, accounting and general auditing firms, governments
and the public sector, utilities and manufacturing, and an equally diverse
range of titles, experience levels and professional specialties.
MISSION:

Through worldwide
leadership, enhance recognition of the IS audit and control profession
through the advancement of standards and practices, education and certification.
ISACA's vision and
mission statements announce that the Association exists to assist IT
governance, control and assurance stakeholders deal with IT management,
IT risk and IT process, and their interaction with corporate governance,
corporate management, corporate risks and corporate processes. ISACA
does that by providing value through various services, such as research,
standards, information, education, certification, and professional advocacy.
The Association helps IS audit, control and security professionals focus
not only on IT, IT risks and security issues, but also on the relationship
between IT and the business, business processes and business risks.
ACTIVITIES:

CISA® (Certified
Information Systems Auditor) certification--globally respected professional
designation for experienced IS audit, control and security professionals.
Requirements: pass CISA Exam, five years IS audit experience, abide
by ISACA ethics, continuing education. CISA Exam is given annually in
nine languages, in 120 test sites around the world. The local Hong Kong
ISACA chapter holds a revision course which generally commences in late
February for 10 weeks. The course is structured around the CISA syllabus
and is a useful forum in which to discuss any queries people may have.
ISACA sponsors five
global conferences and other education opportunities, publishes the
bimonthly IS Audit & Control Journal and Global Communiqué, and offers
a bookstore of current technical publications.
FOUNDATION:

The international,
not-for-profit, Information Systems Audit and Control Foundation (ISACF)
promotes research that results in the development of beneficial documents
and informs technology users about the critical role IS controls play
in their organizations.
